The Inspector General should be authorised to

dotach a Commissioner to investigate local conditions at all the places named (2), and

draw up proposals for consideration, and for

the ultimate approval of the Government.

If Tecessary, the Inspector General will visit

Hong Kong and Lappa in connection with the

proposud re-organisation of the Customs'

Preventive Launch Service, etc., in the Kowloon and Lappa Districts; and will, furthermore,

make perbain representations to the local Govern- ments concerned with a view to sccuring, if possible, facilitics calculated to strengthen China's protection f her "lovenie.
